How to put fancy borders on website graphics
When doing borders on graphics the design principal I generally work with is less is good and none is best. Border use should be consistent through a website. A picture should not need a border to make it useful. Only use pictures in a website that help to tell the story. If the picture is not relevant, then don't use it. Borders should be a cosmetic part of the design, not a feature of the website.
If you still want to proceed with using a fancy border on a graphic then ... first select a border to use. A great collection of borders can be found by searching istockphoto for "fancy borders". Once you have selected your border you will need to merge it with your picture. For a list of programs to edit pictures visit graphics.
Other options for applying borders include CSS in website theme or to pre-process graphics. Graphic pre-processing can be done before graphics are loaded into website or in website. In the case of a Drupal website graphics can be pre-processed with Imagecache tools to add rounder corners, overlays, etc.
