At the foot of the node edit screen there is a section called "Publishing options". Select the "sticky at top of lists" option radio button and your content will get pushed up to the top of a list. See illustration for location of of publishing options section.

For this how to rearrange the order of content on a summary page your Drupal website views will first need to be configured to sort based on "sticky at top of lists".

If your summary page does not have the sticky at top of lists option or if you need more control of sort order, then another way of changing what is at the top of the list is to change the post date so that the item you want listed at the top has the most recent date.
